Meeting Summary

The 17th Meeting of the APEC Expert Group on Energy Data and Analysis (EGEDA) was held on 22 and 23 February 2006 at the Sheraton Senggigi Beach Resort Hotel in Lombok, Indonesia. The meeting was chaired by Mr. Kenichi Matsui, Councillor, Energy Data and Modelling Unit (EDMC), Institute of Energy Economics Japan (IEEJ). Representatives from Australia; Brunei Darussalam; Canada; Hong Kong, China; Indonesia; Japan; Korea; Malaysia; New Zealand; Papua New Guinea; the Philippines; Chinese Taipei and United States of America attended the meeting. Representatives of the Asia Pacific Energy Research Centre (APERC) were also present. Representatives of the ASEAN Centre for Energy (ACE) and the International Energy Agency (IEA) attended the meeting as observers. The list of participants at the meeting is provided in Annex.

The meeting commenced with a welcome address by Dr. Luluk Sumiarso, Secretary General of the Ministry of Energy and Mineral Resources of the Republic of Indonesia, followed by an opening address by Mr. Kenichi Matsui.

The meeting discussed the following items:

2. Monthly oil and gas data collection
3. Natural gas data collection
4. APERC's research activities
5. Other business

Session 1. APEC energy statistics

Mr. Shigeru Kimura, General Manager of the EDMC/IEEJ, assigned as the Coordinating Agency (CA) of this Group, reported that the CA is currently collecting annual data for 2004 and quarterly data for 2005. He pointed out that there are still problems in data collection in terms of the timing of submissions and the consistency of data. He urged members to submit consistent data in a timely manner. The CA discussed in detail the data problems with several economies out of session.

Mr. Kimura presented an overview of the APEC energy situation. He reported that total primary energy supply in the APEC region grew at an average annual rate of 2.2 per cent between 1980 and 2003. However, he pointed out a high growth of 6.1 per cent from 2002 to 2003 that may be the result of erroneous data input or amended treatment of data in some economies. He stated that the CA will follow up on this issue and will make the necessary data revision in the 2006 volume.

Session 2. Monthly oil and gas data collection

Mr. Jean-Yves Garnier, representing the IEA, reported that the Joint Oil Data Initiative (JODI) database was officially released on 19 November 2005 in Riyadh, Saudi Arabia. While the release of the JODI database is a significant milestone on the JODI agenda, Mr. Garnier emphasized that further efforts were required to improve the timeliness, coverage and reliability of the data.

Mr. Edito Barcelona, Senior Researcher from EDMC/IEEJ, reported the situation of the monthly oil data collection in the APEC region. He reported that there has been an improvement in the timeliness of data reported under JODI but completeness and accuracy remain ongoing issues for some economies. Several economies were encouraged to improve the completeness and accuracy of their data and the timeliness of their submissions. To improve data accuracy, Mr. Barcelona, on behalf of the CA, proposed the inclusion of internal data checks in the JODI reporting format. He also presented a second proposal to harmonize the data of the JODI World Database and the APEC Monthly Oil Data for APEC member economies that are also members of OECD.

In response to the first proposal, EGEDA agreed that the proposed revised format be adopted on a trial basis. On the second proposal, it was agreed that to minimize workload of member economies, the CA would ask the IEA to provide the IEA's latest monthly data to the CA. The IEA agreed to provide the CA with these data.

Session 3. Natural gas data collection

The CA proposed a new format for the collection of Annual Energy Demand and Supply Data in the APEC region. The objectives in the proposal are to release more reliable energy balance tables and to reduce the burden on member economies that report to more than one organization.

APERC suggested that in view of different calorific values of natural gas from different sources, the CA should also include these data in its quarterly collection. The delegates agreed to provide the weighted average of calorific values of natural gas from various sources in each economy. Relating to the collection of quarterly energy data, APERC also suggested that for electricity data, production of thermal power be disaggregated into coal, oil and natural gas. The delegates agreed to revise the format of the quarterly energy data collection to reflect APERC's suggestion.

Session 4. APERC's research activities

4a APEC Energy Overview
Ms. Naoko Doi, Senior Researcher of APERC, provided a description of the key statistics and trends evident in the "APEC Energy Overview", published in February 2006. Ms. Doi stressed the importance of the continued support from the member economies in the preparation of the Overview. In particular, Ms. Doi requested that member economies provide information on notable energy developments in time for the compilation and correction of data and information.

4b Report on the APEC Energy Demand Outlook
Dr. Yonghun Jung, Vice President of APERC, provided an overview of the draft APEC Energy Demand and Supply Outlook. He stated that the primary energy mix is unlikely to change drastically over the period to 2030. He highlighted the key assumptions underpinning the results and the challenges that are posed by these projections. In particular, he raised issues related to energy security, investment requirements and environmental considerations.

APERC sent the draft outlook for each member economy for comments and will be taking these comments into consideration in finalizing the results.

4c Report on APERC's Downstream Oil Industry Study
Mr. Satoshi Nakanishi, General Manager of Research Department of APERC, reported on the results of APERC's Downstream Oil Industry Study. The study aimed to examine and analyze the characteristics of the APEC downstream oil market and identify measures and strategies to address structural problems and/or bottlenecks. He enumerated the key recommendations from the study. These include the optimum utilization of surplus refining capacity in Northeast Asia, trade liberalization of petroleum products and the facilitation of investment in the refining sector.

4d Proposal for 2006 research themes
Dr. Yonghun Jung of APERC presented the list of proposed projects that APERC is considering for 2006. He stated that this is not the final list as APERC intends to carry out two to three studies. Some of the enumerated projects may be combined to shorten the list for EWG approval in May 2006. The initial list is as follows:

* Urban Development and Transportation Energy Demand

* Inter-fuel Competition in Road Transport with Focus on Potential for NGV

* Renewed Interest in Coal for Power Generation in APEC

* Electricity Sector Deregulation in APEC

* Water for Energy Production in APEC

* Understanding International Energy Initiatives

* Human Resource for Energy Sector

The EGEDA delegates suggested combining some of the projects and addressing crosscutting issues. APERC stated that EGEDA's comments will be taken into account as they revise the list.

After finalizing the selection of proposed research themes for 2006, EGEDA members will be invited to provide comments on the proposals. These comments will be conveyed to the forthcoming EWG meeting in May 2006. A Project Advisory Group will be formed for each project on a voluntary basis out of session.

4e Report from Advisory Group and discussion of APERC activities
On behalf of the Outlook Advisory Group Leader, Ms. Yukari Yamashita, Mr. Rejean Casaubon of Canada delivered the Group's comments to the EGEDA delegates. The Group appreciated the significant work involved in the analysis of detailed indicators of energy demand undertaken by APERC. It also highlighted the importance of the outlook in supporting the analysis of key issues affecting the energy sector in the APEC region.

Session 5. Other business

Proposal for 2007 APEC Operational Fund

The delegates agreed to the proposal put forward by Japan to seek funding of US$20,000 from the APEC Operational Fund to support the Operation of APEC Energy Database and Analysis.

Session 6. Summary session

The summary record of the meeting was presented and accepted as a true and accurate record of the meeting.

Papua New Guinea offered to host the 18th EGEDA Meeting in early 2007. The delegates welcomed this generous offer.

Lastly, Dr. Sukma Saleh Hasibuan, Head of Centre for Energy & Mineral Data and Information, MEMR, made a closing address. The Chair expressed his appreciation to the Government of the Republic of Indonesia on behalf of all participants for the excellent hospitality.
