Fourth Workshop on Energy Statistics in the APEC Region
12-16 September 2005 in Tokyo


The Fourth Workshop on Energy Statistics in the APEC Region was held on 12-16 September 2005 at Hotel Hilton in Tokyo organized by the Institute of Energy Economics, Japan (IEEJ) and sponsored by The Ministry of Economy, Trade and Industry (METI). The workshop was chaired by Mr. Kenichi Matsui, Councilor of IEEJ and Chair of the APEC Expert Group on Energy Data and Analysis (EGEDA) and Mr. Shigeru Kimura, General Manager, Energy Data and Modelling Unit of IEEJ. Representatives from People's Republic of China; Hong Kong, China; Indonesia; Japan; Republic of Korea; Malaysia; New Zealand; Papua New Guinea; Peru; Philippines; Russia; Singapore; Chinese Taipei; Thailand; United States of America and Viet Nam attended the workshop. Representatives of the International Energy Agency (IEA) and the ASEAN Center for energy (ACE) participated in the workshop in connection with the harmonization of energy statistics among Asia-Pacific Economic Cooperation (APEC), Organization for Economic Co-operation and Development (OECD) and Association of Southeast Asian Nations (ASEAN). A list of participants at the Workshop is provided in Annex 1.

Main discussion items were the new reporting formats for APEC-ASEAN annual energy data for coal, oil, new and renewable energy, electricity and heat as well as natural gas being proposed by IEEJ as Coordinating Agency for EGEDA. The objective of the workshop is to explain to the energy statisticians from APEC member economies how to fill the new format out. A detailed explanation of the definitions of energy products and flows were conducted by IEEJ, IEA and ACE speakers during the five-day workshop.

1. The New Reporting Format for Annual Coal Data
Mr. Edito Barcelona of IEEJ discussed the new reporting format for annual coal data. He highlighted the need to report all coal data especially in the transformation sector such as coke oven and blast furnace processes. He also gave some suggestion on the possible sources of data required in the new reporting format. After Mr. Barcelona's presentation, an exercise on filling out the new format using virtual data was carried out.
The workshop participants suggested some revisions on the new format for coal for the statisticians to understand what is required more clearly. IEEJ agreed to improve the format based on the suggestions of the participants.

2. The New Reporting Format for Annual Oil Data
Ms. Mieke Reece of IEA explained the new reporting format for annual oil data. She gave the definition of all the 25 product categories and discussed the four tables of IEEJ's proposed new reporting format. She clarified that non-crude oil-based products (from natural gas processing and coal liquefaction) should be reported in the oil questionnaire if these products are used as additives or oxygenates in energy transformation. An exercise in filling out the new reporting format using 2002 oil data from the old reporting format was conducted so that the participants will familiarize themselves with the new reporting format.

3. The New Reporting Format for New and Renewable Energy Annual Data
Ms. Cecilya Malik Sastrohartono of ACE discussed the new reporting format for new and renewable energy annual data. She explained that only the amount of new and renewable energy that were used for energy purposes should be reported. An exercise was also carried out so that the participants familiarize themselves with the new reporting format.

4. The New Reporting Format for Electricity and Heat Annual Data
Mr. Miyagawa of IEEJ discussed the new reporting format for electricity and heat annual data. He introduced a methodology to disaggregate the amount of energy consumed to generate electricity and heat. Likewise, he also stated that for heat produced and consumed by auto-producers, only the excess heat sold to other consumers should be reported. He also mentioned the importance to report the fuel inputs to electricity generation and the corresponding calorific values so that the thermal efficiency could be calculated. He stated that thermal efficiency is a good indicator to determine whether the reported fuel input or electricity output are correct. An exercise on using the new reporting format was also conducted.

5. The New Reporting Format for Natural Gas Annual Data
Ms. Noguchi of IEEJ presented the new reporting format for natural gas annual data. She pointed out the differences between APEC and the IEA reporting formats as well as the APEC old and new reporting formats. She highlighted the need to report the marketable production instead of wellhead production. She also explained the supplemental table which requires the details of natural gas separation/processing which is used to determine the indigenous production. An exercise was also conducted so that the participants can have a hands-on familiarization tour of the new format.

6. Summary
Mr. Kimura of IEEJ gave a summary of the matters that were discussed during the first four days of the workshop as well as the things that are expected of the participants after the workshop. He encouraged the participants to maintain good relationship with data providers/sources in their respective economies to be able to collect reliable data. He also suggested that in drafting of laws, the economies might consider including reportorial requirement for energy data to national government agencies. He also wished the participants a safe journey back to their respective economies.
