The 15th Meeting of the APEC Expert Group on Energy Data and Analysis (EGEDA)
was held on 8 and 9 March 2004 at the Mutiara Hotel Kuala Lumpur, Kuala
Lumpur, Malaysia. The meeting was chaired by Mr. Kenichi Matsui. Representatives
from Australia; Peoplefs Republic of China; Hong Kong, China; Indonesia;
Japan; Republic of Korea; Malaysia; Mexico; Philippines; Chinese Taipei;
Thailand; United States of America; and Viet Nam attended the meeting.
Representatives of the Asia Pacific Energy Research Centre (APERC) and
a representative of the ASEAN Centre for Energy (ACE) were also present.
A representative of the International Energy Agency (IEA) attended the
meeting as an observer. A list of participants at the meeting is provided
in Annex 1.
The meeting commenced with a welcome address by Dr. Anuar Abdul Rahman, Chief Executive Officer, Pusat Tenaga Malaysia, and an opening address by Dr. Baharom Jani, Under Secretary, Ministry of Energy, Communications and Multimedia, Malaysia.
The meeting discussed the following items:
- APEC energy statistics
- Monthly oil data collection
- APERC's Research Activities
- Report on 2003 research activities of APERC
- Proposal for 2004 Research Projects of APERC
- Project advisory group for APERC
- Other business
Before starting discussion, the Group agreed to the Chair's nomination
of Mr. Andrew Dickson, Australia, for Vice-President of the EGEDA, replacing
Ms. Karen Schneider.
Session 1. APEC energy statistics
Mr. Shigeru Kimura, Deputy General Manager of the Energy Data and Modelling Center, The Institute of Energy Economics, Japan, assigned as the Coordinating Agency (CA) of this Group, reported that the CA was currently collecting annual data for 2002 and quarterly data for 2003. He pointed out that there are still problems in data collection in terms of the timing of submissions and the consistency of data. He urged members to submit consistent data in a timely manner, especially in relation to quarterly data.
Mr. Kimura also reported on the status of the collection of CO2 emission data, socio-economic indicators and other data items. He again urged economies to continue to cooperate on the submission of all data requested by the CA.
The CA proposed to change the definition of "Indigenous Production",
"Export/Import" and "Stock Level" in the Annual Data
Collection Format and starting of discussion with ASEAN and IEA for harmonizing
formats and definitions for annual energy demand and supply data. After
discussion, the latter proposal was accepted.
Mr. Kimura presented an overview of the APEC energy situation. He reported that total primary energy supply in the APEC region grew at an average annual rate of 2.0 per cent between 1980 and 2001. Total final energy consumption grew at an average annual rate of 1.5 per cent over the same period.
Mr. Kimura, then reported on other activities in 2003, including the Second Workshop on Energy Statistics in the APEC Region (8-9 Sept. 2003, Tokyo). He reported also that the Third Workshop would be held in around September 2004 in Tokyo to discuss standardization of formats and definitions.
Session 2. Current Situation of the Monthly Oil Data Collection
Mr. Jean-Yves Garnier, representing the IEA, reported recent developments in the Joint Oil Data Initiative and planned activities in 2004. Mr. Kimura reported the situation of the monthly oil data collection in the APEC region.
In the APEC region, the initiative has resulted in an improvement in the timeliness and coverage of economies but completeness and accuracy have still problems. Several economies were urged to improve the completeness and accuracy of their data. Both Mr. Garnier and Mr. Kimura emphasized critical importance of complete and accurate of data for the success of the Initiative.
Session 3. APEC's Energy Overview
3a APEC Energy Overview
Mr. Shiro Konishi, General Manager of APERC, provided a description of
the key statistics and trends evident in the "APEC Energy Overview",
published in December 2004. Mr. Konishi stressed the importance of member
economies continuing to provide APERC with assistance in the preparation
of the Overview. In particular, Mr. Konishi noted the importance of economies
providing information on notable energy developments and in assisting with
the compilation and correction of information and statistics.
3b Report on 2003 Research activities of APERC
Mr. Masaharu Fujitomi, President of APERC, provided an overview of APERC's
2003-2004 research activities. Drawing on the material previously presented
at the APERC Annual Conference in February 2004, Mr. Fujitomi also provided
a summary of key results for each of the projects:
Implications of Energy Trends in China;
Nuclear Power Generation in the APEC Region
APEC Power Grids: Potential and Prospects
Mr. Jaya Rajoo, researcher of APERC, provided au summary of key result for
New and Renewable Electricity in the APEC Region:
The results of the 2003-2004 research projects were discussed. Key issues raised included: how consistency could be maintained across the research projects undertaken by APERC; when the final reports for each project were likely to be completed; and how best to complete the project on New and Renewable Energy in the APEC Region in a timely manner. APERC were strongly encouraged to engage the PAGs in completing these projects. APERC reported that every effort would be made to complete these projects by the end of April 2004. It was also noted that the PAGs for the current projects had not been formed until late in 2003 and hence it was not possible to fully engage these groups at an early stage. The issue of how to improve the operation of the PAG system was discussed in Session 5.
3c Proposal for 2004 Research Themes of APERC
Mr. Masaharu Fujitomi, President of APERC, provided an overview of APERC's
proposed 2004-2005 research activities. Proposed timetables for each project
were also outlined. Mr. Fujitomi announced that APERC proposed to host
an 'Energy Outlook Conference in Tokyo' in.
Mr. Matsui outlined recent EGEDA decisions and activities. Specifically, Mr Matsui noted that he had previously sort a decision from EGEDA, out of session, on the following two proposals:
1. That EGEDA request $US20,000 from APEC for 'The operation of APEC Energy
Data and Analysis'. This motion was approved unanimously by EGEDA.
2. That EGEDA endorse the two research proposals proposed by APERC for
2004-05, namely:
Energy Demand and Supply Outlook
Renewable Electricity in the APEC Region: Phase 2.
EGEDA endorsed the first project proposal (Energy Demand and Supply Outlook). Canada reserved the decision on the project subject to receiving further information.
A decision on Phase 2 of the Renewable Electricity project was deferred to the current EGEDA meeting.
These out of session decisions were communicated to the EWG, which will meet on 25-26 March in Beijing, China.
The meeting then considered the issue of endorsing the proposed project
on Renewable Electricity in the APEC Region: Phase 2. Considerable discussion
occurred among participants. At the conclusion of discussion it was agreed
by EGEDA to endorse APERC's proposal to continue research on the topic
of new and renewable energy, under the project title of "Renewable
Electricity in the APEC Region". It was also agreed that APERC would
proceed to complete the current project on New and Renewable Electricity
as soon as possible. After completing the current project (and ideally
before then), APERC will work closely with the PAG and other key stakeholders
to finalise the scope and details of the proposed 2004-05 research activities
for the New and Renewable Electricity project.
3d Discussion of APERC's activities
The meeting considered and discussed APERC's activities in the context
of discussing the preceding agenda item 3c.
Session 4. Projects Advisory Group
4a Discussion of Activities of Advisory Group for 2003-04
The meeting considered and discussed proposed advisory group activities
in the context of discussing agenda item 3c. In particular, APERC were
encouraged to engage the PAGfs closely in the conduct of the projects.
The proposed APEC Outlook Conference, to be held in July in Tokyo, was
also considered a good opportunity for APERC to closely engage with the
PAG's and EGEDA members.
4b Project Advisory Group - Terms of Reference
The United States proposed an amendment to paragraph 7 of the APERC Project
Advisory Group Terms of Reference and Description of Activities, to add
"or at an earlier meeting if a member of EGEDA requests the Chair
to include it on the agenda.". This amendment to the Terms of Reference
was agreed by the meeting. A copy of the Terms of Reference, as amended,
is attached as Annex 2.
4c Project Advisory Group - Guidelines concerning formation and operation
The United States and Canada jointly proposed the adoption of a set of
guidelines concerning the formation and operation of the PAG's. After discussion
the Guidelines, as amended, were agreed by the meeting. The amended Guidelines
are attached at Annex 3.
Session 5. Other business
There was no other business.
Session 6. Summary session
The summary record of the meeting was presented and accepted as a true and accurate record of the meeting.
China offered to host the 16th Meeting of the Group in March 2004 in Beijing.
The Group welcomed this offer.
Lastly, , Malaysia, made a closing address. The Chairman expressed his appreciation to the Government of Malaysia on behalf of all participants for excellently hosting the Meeting.
